1) Question that I should have raised in my first post: the system you refer to is this is a sandbox system? Because the activations we are talking about are not reversible.
In case you are trying something, please make sure to do it in a sandbox system.
2) Activation Enterprise Extension EA-SCM
For DSD to be active Enterprise Extension EA-SCM needs to be activated.
If you go to SFW5 you see two directories:
a) Enterprise business functions
b) Enterprise extensions
Could you try to activate the SCM extension (EA-SCM) in the option b) Enterprise extensions
