Automated Monitoring SAP GRC - Business rule without Exception creates Issue

Hi,

When creating a Business Rule with Review Required for Change.

We created some filters in the rule:

For inserts in the table

And even though the Business Rule doesn´t have any results, the issue is created either way, in the sem-automated control without exceptions:

Could you help us identifying how to stop a semi-automated control without any results, from creating an issue to be voided?
