this should be possible, since the TPM check the validity of the Planning Account only when the promotion is set to status released.
Based on the error, seems more an issue with dates and/or timezones.
Have you tried to change the account hierarchy assignment from date one day before to do a test (or the trade promotion from date one day after)?
